GRANTS AND PROFESSIONAL DEVELOPMENT DIRECTOR
## Introduction
The Maryland Department of Commerce is seeking qualified applicants for the position of Grants and Professional Development Manager (Agency Grants Specialist II) within its Division of Tourism, Film and the Arts, Maryland State Arts Council (MSAC).

Maryland State Arts Council: 175 W. Ostend Street, Suite E, Baltimore, MD 21230
## Main Purpose of Job
Primary responsibilities of the position include all administrative grant and data management functions for MSAC grant programs; as well as, organizing internal and external professional development opportunities; and ensuring all timelines are met for all grant and professional development activities. The incumbent also supervises a Management Associate.
## POSITION DUTIES
The position is responsible for all data management and related reporting activities for 800+ grantees annually. This includes: supervising the planning, development and implementation of the electronic grants management system involving database, custom Web-based electronic grant application system, and custom Web interfaces to specialized Arts Council databases; testing of e-applications; compiling statistical and budgetary data; maintaining an automated tracking system for all grants from inception to close; coordinating the preparation of grant packages; reviewing, analyzing, reconciling and monitoring grant agreement invoices; and initiating and monitoring the grant payment process. The Professional Development Director duties include monitoring national trends in arts-related topics; organization of professional development opportunities for grant and program related content for State constituents and stakeholders; and in collaboration with MSAC staff, implementation of local and regional development opportunities; plus organization of an annual, statewide Arts symposium.
The selected employee will possess proficiency with Microsoft Office Suite including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant programs; strong interpersonal, written, and oral communication skills to work with high level public and private sector officials; the ability to effectively present information, explain policy, respond to inquiries; and complete concurrent and high priority tasks. Some statewide travel is required.
## MINIMUM QUALIFICATIONS
**Education:** A Bachelor's degree from an accredited college or university.
**Experience:** Three years of experience in grant evaluation and monitoring or budget preparation, presentation and execution.
**Notes:**
1. Applicants may substitute graduate education in accounting, business administration, economics, finance, political science or public administration at a rate of 30 semester hours for each year of the required experience.
2. Applicants may substitute additional experience as defined above on a year-for-year basis for the required education.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year-for-year basis for the required education and experience.
## DESIRED OR PREFERRED QUALIFICATIONS
**Strong preference will be given to applicants that possess the following preferred qualifications. **
One (1) year of supervisory experience.
One (1) year of experience in the design and implementation of arts-related professional development/training in statewide settings
One (1) year of experience in arts administration or non-profit arts development and grants processes.
