Position Summary Information

General Summary

An Inspector I is responsible for the inspection and reporting on the construction of new water and sewer main line installation, new and renewed service lateral connections, water and sewer relocation, paving replacement, and landscaping restoration. The Inspector I is responsible for keeping accurate records of quantities and materials being installed to ensure proper payment to the contractor. The Inspector I ensures that all work is done in accordance with WSSC's contract documents and procedures.

Essential Functions

o Inspects water and sewer main line construction, new water and sewer lateral connection installations, water and sewer lateral connection renewals, water main rehabilitation, including cleaning and lining, sewer and manhole rehabilitation, paving, and sod and landscaping restoration;o Checks for proper water and sewer tap installations;o Conducts compaction testing on backfilled soils during and after completion of the work;o Ensures that required safety precautions are taken and proper traffic control is adhered to;o Schedules water main shutdowns, locates and operates valves, performs chlorination samplings, and other actions necessary for the execution of contract work;o Advises contractors of deviations from the provisions of the contract and offers assistance to properly perform work;o Approves materials on-site for proper quality and reports defects; has the ability and authority to reject materials and workmanship;o Documents contractors' activities and progress through daily reports and photographs; records sketches in order to document accurate payment and claim evaluation;o Performs visual sewer main and manhole final inspection; oversees sewer air and mandrel testing, televising of sewer lateral connections, and hydrostatic water main testing; prepares reports of findings;o Inspects restoration of areas disturbed during construction;o Prepares and transcribes patch and sod tickets.

Other Functions

o Verifies grading and alignment of water mains, sewer lines, and appurtenances to ensure that the work is performed in accordance with the contract requirements;o Serves as liaison with agencies (local, State, Federal), internalWSSCdepartments, and contractors for construction projects to ensure that proper notification and procedures are followed according to jurisdiction;o Assists contractors with locating main line pipes and laterals connections through record review and use of M-scopes or wands;o Studies and investigates assigned construction project package (plans, job specs, permits, etc.) and reviews findings with the Technical Contracts Supervisor, Inspector II and/or the project contractor;o Prepares final house connection and field as-builts for each job completed;o May train new inspectors;o May assume the role of Technical Contracts Supervisor in his/her absence;o May be assigned to work hours outside of the regularly scheduled workweek to accommodate construction schedules;o Performs related duties as required.

Work Environment And Physical Demands

The Inspector I is generally a field position. When working in the field you will be exposed to seasonal fluctuations in temperatures. Due to the nature of the work you could be required to enter confined spaces (large diameter pipes, manholes, vaults, etc.). You could also be exposed to loud noise, fumes, odors, and poor ventilation that would require the use of appropriate personal protection equipment to mitigate these conditions. Candidates for this position must be able to lift objects that weigh up to 50 lbs. Work varies with task assignments and location.

Required Knowledge, Skills, And Abilities

o Practical knowledge of new pipeline and rehabilitative construction;o Knowledge of soil compaction methods and testing;o Knowledge of environmental regulations and traffic control;o Knowledge of materials, methods and techniques used in the construction field;o Basic survey line and grade practices;o Interprets construction plans and drawings;o Prepares accurate detailed reports of daily project progress;o Computes quantities of construction materials installed;o Interprets theWSSCStandard Specification and Standard Details;o Enters confined spaces, works outdoors in inclement weather, climbs in and out of ditches and other structures under construction, and lifts objects that weigh up to 50 lbs;o Communicates effectively both verbally and in writing; able to work in a team environment;o Basic knowledge of computer programs, including but not limited to, MS Word, Excel and Outlook.

Minimum Education, Experience Requirements

High school diploma or equivalent and one (1) year of experience in the inspection of underground water/sewer pipeline construction or three (3) years of progressively responsible experience in maintenance, construction, or subprofessional engineering work.

Additional Requirements

o Possession of a valid driver's license and have the ability to obtain aWSSCdriver's permit;o Completion of the Washington Suburban Sanitary Commission Financial Disclosure Statement within 30 days of employment and annually thereafter.


o Experience using Microsoft Word and Excel;oNASSCOITCP,PACP,MACP,LACPcertifications;o 2 years experience on a survey crew;o 2 years experience as a geotechnician;o Safety training certification in the following: work zone traffic safety/flagger, excavation/trench, confined space entry;o Erosion and sedimentation control certification.

Salary$46,889 to $71,579
